What is “The Theory of Change Network”?

The Theory of Change Network is the second year of our Theory of Change Institute initiative. Our work from here on out will focus on:
- Time with our Chancellor, Russell Lowery-Hart to learn about his vision for recentering leadership at ACC.
- ACC-Specific Leadership Training to ensure that leaders at all levels are learning with and from each other to help break silos and build collegewide efficiency.
- Building a change agent network of first knowers who can improve communication streams about the Theory of Change while we flatten our organization.
- Empowering members with the tools to talk about the Theory of Change with their colleagues, bringing important updates to them, and bringing feedback from them so we ensure that as a college, we are engaging in a dialogue about supporting our students.
Joining is as Easy as 1, 2, 3!

History
The first cohort of ToCI began October, 2024. You can learn more about the initial effort in the Original Participant Charter and the Archival ToCI website. In our first year, we focused on key skills that would be needed by people working in and around the Theory of Change (ToC) effort, and on leadership development in general.
Expectations for 2025-26

Our Chancellor, Russell, will have a strong presence in the ToCN this year, regularly joining our meetings to interact with members regarding his leadership vision and other important ToC work. We will hear from ToC Design Teams about their plans and will be asked to give feedback. Members of ToCN in good standing (missing no more than three sessions in any twelve month period) will be nominators for all ToC implementation teams.
You can review the Participant Charter for the ToCN to learn more about the plan for the 2025-26 year.
How do I JOIN The Theory of Change Network?
Check Your Availability
ToCN hybrid meetings are held every month from 2:30-4 p.m. on the last Monday (unless there is a college holiday). Our in-person location is at HLC. We also expect members to read communications and do short assignments between meetings. All told, this will take about 2 hours a month. Before you register, please be sure that your calendar is open on those dates and that you have the time to give to this work.
Meet Your Deadline to Join
For the 2025-26 ToCN cohort, there will be three chances to join:
| Deadline to Register | First Meeting |
| For Fall Start – September 22, 2025 | September 29, 2025 |
| For Spring Start – January 19, 2026 (current) | January 26, 2026 |
| For Summer Start – May 11, 2026 | May 18, 2026 |
Fulfill Registration Requirements
Supervisor Discussion – All members should consult with their supervisor to ensure they have the ability to attend meetings.
Earn Badge – To ensure that all ToCN members share a common foundation of knowledge on key topics related to our work, employees are required to complete the ToCN badge before they can register. The badge offers information and videos covering the core topics below. To earn the badge you must score 80% or more on the comprehensive quiz at the end of the course.
Topics included are: Theory of Change Basics, Communication, Change Management, Design Thinking, Data Storytelling, and Project Management
The above badging requirement is waived for:
- Members or chairs of any completed ToC Design Team.
- Members of the first cohort of ToCI who completed any four of the core sessions listed above. (If you are a ToCI 1 member, Check your status HERE.) These cohort members will earn a badge that serves as proof of completion of this requirement. If a first cohort member has not met these requirements, they can request access to the badging portal to complete the badging assessment to earn the badge.
Join ToCN!
Remember, to be able to join the ToCN at the earliest opportunity that works for you, you will want to complete the badge by the listed deadlines or satisfy one of the two waiver requirements.
