In the design phase, a diverse, multidisciplinary Design Team of frontline employees produced recommendations for each strategy within the Theory of Change pillars. These recommendations are being translated into real change through the work of subject-matter experts from across the college under the guidance of ACC’s Enterprise Project Management Office.
Each design team’s recommendations will be operationalized by two layers of teams: the advisory team and the project teams.
Advisory Team
This team will oversee the process, making sure the recommendations from our design team are honored and actualized. Think of them as the bridge between design and implementation.
Project Team(s)
These teams will roll up their sleeves and get the work done. Each project team consists of a project manager(s), leaders from affected departments, and relevant subject-matter experts from across the college. Each project team will report back to the Advisory Team, ensuring alignment and accountability throughout the project. Depending on the scope of the recommendations, multiple project teams will launch at various points throughout the timeline.
Together, the Advisory and Project Teams create a strong, coordinated structure for bringing the Theory of Change design recommendations to life.
Governance
The Design-to-Implementation process is supported by a governance structure that connects strategic leadership, implementation oversight, and operational execution. This structure ensures that ideas developed during the design phase move forward with clear decision-making authority, alignment with institutional priorities, and accountability for results.
The Chancellor provides final approval for implementation plans and major institutional changes, while a Cabinet Champion advocates for the initiative and supports cross-divisional alignment. Business Sponsors guide the work at the tactical level and co-chair the Advisory Team, which governs implementation and helps ensure the original design intent is preserved. Business Owners oversee operational deployment within their areas, ensuring that changes are successfully integrated into departmental processes.

Start Strong
Students who start their college journey strong are more likely to finish strong. Design recommendations are being implemented for the following strategies under this pillar of the Theory of Change.
- Co-Requisite Courses
- Direct to College Matriculation
- Dual Credit
- Required Advising
- Student Success Course
Enroll Full-Time
Getting our students on a path to attend college full-time is important to their success. Design recommendations are being implemented for the following strategies under this pillar of the Theory of Change.
- 8-Week Courses and Programs
- Tutoring & Coaching
- Paying for College
- Strategic Scheduling
Meet Basic Needs
When we help our students meet their basic needs (food, housing, child care, transportation, and mental health), they can better focus on learning. A design recommendation is being implemented for this pillar of the Theory of Change.
Belonging & Connection
Data shows that when our students feel a strong sense of connection and community, they excel. Design recommendations are being implemented for the following strategies under this pillar of the Theory of Change.
- Belonging in the Classroom
- Demonstrated Practices of Caring from Employees
- Transfer
- Vibrant Student Community
