Austin Community College District (ACC) launches the next phase of our Theory of Change (ToC) leadership development work, and we want you to be part of it. Following a successful first year, the former Theory of Change Institute (ToCI) is officially transitioning into the Theory of Change Network (ToCN) — a broader, more collaborative space designed to deepen engagement across the College and strengthen our shared vision for student success.

A Look Back: Year One

The inaugural cohort launched in October 2024 with a small, intentionally selected group of faculty and staff. The goal was to build a foundational set of skills essential for anyone working in or around the Theory of Change effort — from systems thinking and change management to collaborative leadership and communication.

Over the past year, participants invested deeply in their own development and in ACC’s future, helping shape early thinking that continues to influence the work ahead.

What’s New in Year Two

In its second year, the newly named Theory of Change Network (ToCN) reflects a shift toward inclusivity, connectivity, and shared leadership. This network will serve as a central hub for ToC learning, dialogue, and coordination across the college.

“The Theory of Change is not a project — it’s a collective, long-term commitment to transforming how we support students and one another,” says ACC Chancellor Dr. Russell Lowery-Hart. “The ToCN will serve as a community of practice where employees can grow, contribute, and stay connected to the work that drives ACC’s mission and vision.”

What to Expect 

This is your chance to hear Russell share his leadership vision directly, to learn alongside colleagues who are just as passionate about creating meaningful change, and to join the “first knowers” circle that gets early access to design and implementation team plans and helps shape the next steps by nominating implementation team members.

Enrollment is offered on a rolling basis each semester. Applications are already open and will close at 11:59 p.m. on January 19, 2026. Those who are selected should expect to meet once a month for a 1.5-hour hybrid session. 

In year two, Russell will play an active role in the ToCN, regularly attending meetings to share updates, connect with members, and discuss his leadership vision for building a more student-ready ACC. 

Throughout the year, members also will hear directly from the Theory of Change Design Teams. These sessions will provide transparency into their planning and offer opportunities for members to ask questions, share ideas, and offer feedback that supports collegewide alignment.

Members who are in good standing — meaning they have missed no more than three sessions within a rolling 12-month period — will serve an important new function: they will be nominators for all ToC implementation teams.
