Austin Community College District (ACC) announces two new associate vice chancellors to lead the College’s facilities and maintenance operations work. 

Dr. Michael Garcia will serve as Associate Vice Chancellor (AVC) of Maintenance and Operations and Aziz Hussaini will serve as Associate Vice Chancellor of Campus Planning, Construction, and Sustainability. This strategic change consolidates key maintenance and planning functions, streamlining operations.

We need better structures and processes, and need to fill several vacant positions, so that you have the support you need to be successful,” says Neil Vickers, Executive Vice Chancellor of Finance & Administration. “Mike and Aziz bring decades of expertise, and their leadership will strengthen the College’s ability to maintain and develop high-quality learning environments that support student success.”

Associate Vice Chancellor of Campus Planning, Construction & Sustainability

The Associate Vice Chancellor of Campus Planning, Construction & Sustainability will oversee ACC’s project management office, energy and sustainability efforts, commissioning and engineering, in-house construction, furniture fixtures & equipment, and facilities information systems.

“I’m truly honored to step into the role of Associate Vice Chancellor for Campus Planning, Construction, and Sustainability. Having grown with this incredible team, I’m excited to take on this new responsibility and continue contributing to the growth of our campus. My focus will always be on serving our community — working together, listening to needs, and ensuring that we create a campus that’s not only functional today but also sustainable and innovative for generations to come,” says Hussaini.

Hussaini most recently served as interim Vice Chancellor of Facilities & Construction, where he established campus design guidelines and construction standards, the District-Wide Campus Master Plan, and oversaw the completion of ACC’s 2014 bond projects.

Associate Vice Chancellor of Maintenance and Operations

The Associate Vice Chancellor of Maintenance and Operations will lead all maintenance and operations functions, including environmental health and safety, general maintenance, plumbing, and campus management.

“I’m honored to take on this new role. Our campuses are more than just buildings—they’re spaces where students learn, grow, and achieve their goals. I look forward to working alongside a dedicated team to ensure our facilities are safe, sustainable, and operating at the highest standards. Together, we’ll continue to create an environment that supports student success and the college’s mission,” says Dr. Garcia.

Dr. Garcia previously served as ACC’s Executive Director of Regulatory Affairs, leading HVAC, Electrical, Fire, and Environmental Health & Safety teams at the College. In this role, he oversaw ACC’s emergency management plans and crisis response procedures. 

Both started in their new roles on March 24.
