The Austin Community College District (ACC) Board of Trustees voted unanimously during its special meeting on Monday, August 17, to call for an annexation election for the Pflugerville Independent School District (PfISD) territory. Voters residing within the PfISD territory will decide whether to join the ACC District in November.

Under Texas Education Code and Texas Election Code § 255.003, public college employees are subject to strict regulations regarding political advocacy during elections. Please review these legal guidelines:

  • What Employees May NOT Do Using Public Time or Resources:
    • Express Advocacy: You cannot use college work hours, official email accounts, computers, or campus facilities to advocate for or against the ballot measure (e.g., encouraging voters to “Vote Yes” or “Vote No”).
    • Use College Resources: You cannot use ACC funds, paper, or office supplies to produce, print, or distribute political campaign fliers, signs, or materials.
    • Duty-Time Electioneering: You cannot wear campaign buttons or distribute literature while performing official job duties or representing the College.
  • What Employees MAY Do:
    • Share Factual Information: You can provide objective, factual details about the service plan, tax impacts, and tuition savings.
    • Direct to Official Resources: You can direct students and community members to the ACC Pflugerville Annexation Portal for official updates.
    • Personal Advocacy on Personal Time: You can express personal opinions and advocate on your own personal time, using personal accounts and devices, provided you do not use your official ACC title or imply representation of the College.
