Austin Community College District (ACC) welcomes Carlos Martinez, Jr. as the College’s new Deputy Chief Financial Officer. 

In the newly appointed position, Martinez oversees various financial functions at the College and collaborates on strategic financial planning. He will lead and administer the College’s budget, debt management, risk management, and auxiliary enterprise functions. He will also guide financial policies and procedures. 

Martinez brings 20 years of higher education experience, with 16 years in senior leadership roles, to ACC.

“Throughout my career, I’ve been passionate about strengthening institutions through strategic financial leadership, operational excellence, and collaborative problem-solving,” says Martinez. “ACC’s mission and growth trajectory align perfectly with my experience and with the kind of impact I want to make in the community.”

Martinez previously led major financial operations as the Executive Director of Budget & Student Business Services at Texas A&M University–San Antonio, where he balanced the University’s budget for the first time by strengthening forecasting models, improving internal controls, and aligning spending with strategic priorities.

He has also worked at Texas A&M University–Kingsville, where he helped close an $18 million budget gap over a three-year cycle through disciplined financial planning, targeted reductions, and collaborative decision-making. 

These accomplishments reflect Martinez’s ability to stabilize complex budgets, drive efficiency, and build sustainable financial frameworks that support institutional goals.

Among his first priorities at ACC, Martinez says he plans to:

  • Build strong relationships with internal stakeholders, including finance teams, campus leaders, and operational partners.
  • Conduct a comprehensive review of current financial processes, reporting structures, and budget methodologies.
  • Identify opportunities to streamline workflows, strengthen internal controls, and enhance transparency.
  • Support ongoing strategic initiatives and ensure alignment between financial planning and institutional goals.
  • Establish clear communication channels to promote collaboration, accountability, and data-driven decision-making.

Martinez earned a bachelor’s in finance from Texas A&M University–Kingsville and holds a Master of Business Administration from Texas A&M University–San Antonio. 

He describes himself as a strategic leader with a proven ability to align financial operations with institutional priorities and long-term goals, and a collaborative problem solver with a relationship-driven approach that builds trust, strengthens teams, and fosters cross-departmental partnerships.

Martinez enjoys spending his free time with friends and family and likes to stay active. He is a proud dog dad to two Yorkies, Jaxon and Cooper, who keep life entertaining and full of energy. When he needs to unwind, you can usually find him on a patio somewhere enjoying a good margarita.
